Govt of Uttarakhand issued a GO number 639/XXIII/2016/04(02)/2016 dated 05 Dec 2016. This can be downloaded from the web site of Uttarakhand excise department. There is separate order for cultivation of medicinal and scientific purposes i.e. GO number 348/XXIII/2018/04(11)/2012 TC dated 18 Apr 2018.
Eligibility for Application :
- Commercial and medical institutes having land can apply.
- Farmers and the owners of land can apply.
- There should be no non bailable case pending in the court.
Documents required :
- Character certificate issued by DM office, from applicant place of residence.
- Ownership/ Lease of the land where it is to be cultivated ( Presently on in Uttarakhand )
- Khasra of the land to be cultivated.
- Geographical coordinates of that land and land description.
- If any contract signed with a commercial unit then proof of that and facility for the storage purpose.
- Seed purchase certificate stating THC less than 0.3 percent.
- Assurance certificate that no other license has been issued from anywhere for the same purpose on the name of applicant.

IHC -A1 — to be submitted along Sl no 1 to 6 for getting the license
IHC -A2 – to be submitted for mass storage and use
IHC – 1 – Format of license issued to farmer for doing agriculture practices of Industrial Hemp
IHC-2 – Format of license issued to farmer for storing, use and sale of Industrial Hemp.
IHC-3 – Format of license issued to industrial unit for storage and use of Industrial Hemp.
IHC-4 – ( Only applicable for Industrial Unit) license for transportation of industrial Hemp
